What Does This Mean?
God is telling Moses to instruct the Levites to take a tenth of the offerings from the Israelites, which is their inheritance, and then give a tenth of that offering back to God as a heave offering. This ensures that God receives a portion of everything given to the Levites.

Imagine you get a big bag of candy as a gift. God is saying, 'Share some of your candy with your friends, but also, give a little back to me to say thank you.' That's what the Levites are doing with their share of offerings from the people.
