In Hosea 9:14, the prophet is speaking to God and asking what He should give Israel as a consequence for their sins. The answer given is that they will have children who do not survive birth (miscarrying womb) or mothers unable to nurse them (dry breasts). This conveys God's sorrowful judgment on their disobedience.
