You will winnow them and a wind will carry them away, a whirlwind will scatter them. But you will rejoice in the LORD; you will boast in the Holy One of Israel.

This verse says that God will help you defeat your enemies as if you are using a fan to blow away chaff. After this, you should rejoice in the Lord and take pride in the Holy One of Israel. God is speaking to His people to encourage them.
