In this verse, the Lord is speaking through Haggai to the people of Israel who have been delaying rebuilding the temple because they believe it's not yet the right time. The Lord is pointing out their procrastination and calling them to action.

Haggai wrote this book around 520 BC, after many Jews had returned from Babylonian exile but before they completed rebuilding Jerusalem's temple. The Lord uses Haggai to encourage these discouraged people to rebuild His house.
