This verse from Isaiah is talking about what could have been if Israel had been faithful. God is saying that their descendants would have been as numerous as sand and gravel, and their name would not have been erased from His sight.

Imagine if you had so many toys that they were like the sand on the beach or the pebbles in a river. That's how many kids and family members God wanted for Israel if they followed His rules. But He also wanted to always remember them, like how you always remember your favorite toy.

Isaiah wrote this around 700 BC during the Assyrian threat to Israel. The audience was Israel, and the cultural setting was one of impending judgment for their disobedience to God's commands.
